My garden is always flooded.i have had the town employees look at itand they can't be bothered. All they have to do is run a pipe to the pond to drain out the water.
Residents can sign up in March or April for a garden plot, ~30 x 20 ft. Each plot has a water faucet. Some people have been gardening the same plot for many years. You need to fence it to keep out rabbits etc. Organic: no synthetic pesticides.
